Telecom Job: Head– Fixed Access Network Planning || India

Our Client : One of the largest operator in Wireless and Wireline Business
Location: New Delhi, India
To own planning & design for PAN India fixed access network and technologies. Aims at creating integrated access network to provide CFU’s seamless experience & end to end SLA’s. To evolve fixed access network architecture, control & review capex, capacities & network performance, manage partners and facilitate governance of access networks across India. Drive common planning across national, enabling sharing of resources, and preparing network for array of new services – 3G/LTE/hi-speed broadband and enterprise services, besides taking care of the current needs with strong focus on Scalability, Reliability & Cost effectiveness.


•Holistic view of access network to guide integrated planning of existing access assets as well as new assets being created. 
•Ownership of complete last mile network, including RSU access equipment, copper and CPE 
•Work on Architectural level to derive step by step plan for network evolution of all layers of access network 
•Prepare Integrated Network for supporting B2B, B2C next generation services 
•Closely monitor and implement advancements in for cost efficient designs. 
•Put in place system for effective control of network architecture & facilitate governance under outsourcing environment. 
•Optimize the exiting access network for supporting new services, optimize copper plant and plan for scalability 
•Prepare scalable design to support addition of new services on network in coming years and serve increasing BW appetite of B2B and B2C customers. 
•Introduce High Capacity GPON access network 
•Techno-commercial analysis of various solution options, suitability and benefit analysis 
•New technology validation, field trials and service designs 
•RFP preparation, Evaluation & Recommendation 
•Extract value from deployed networks by increasing efficiency and free up resources. 
•Asset consolidation removing redundant network equipments and increasing the service performance 
•Push network optimization as a regular and parallel practice. 
•Network modelling and designing for optimization for all new investments 
•Prepare low cost solution for deeper rural reach within the country 
•Openly share information & work closely with other teams to achieve cross functional synergies & optimizations.
•Control and guide the access equipment Capex for Coverage, Capacity and Quality. 
•Recommend NFA for approval from technical stand point of view for PAN India access networks. 
•Evaluate the cost economics vs. network designs for maximal CapEx efficiencies using network modelling and hence equipment decisions. 
•Keep a tab on actual work executed under approved CapEx and model the cost behaviour of network. 
•Network design, capacity planning guidelines,Equipment planning and connectivity guidelines 
•Agreed KPI/SLA definition for B2B and B2C services 
•Specifications & Guidelines for partners, Operational planning, Service provisioning guidelines, M6 reports improvisation. 
•NPE Interface to other functions (SAE, Operations, Finance, SCM) 
•Interface with CBUs for demand forecast and check and / or report performance on KPI/SLAs. 
•KPI/SLA agreements for product and services offered on access network. 
•Business units agreements for Cost targets, Traffic projections, monthly controlling of forecast vs. utilization, 
•Technical Skills development in new Technologies
•Role and learning enhancement by allocating challenging tasks under close guidance. 
•Define KRAs, periodic performance feedback and nurturing the performance driven culture


Education & Experience:Engineering in Electronics & Telecommunications with 15 + yrs of experience
