Telecom Job Opportunity – Specialist Procurement – Qatar

Looking for a “Specialist, Procurement” to join our leading GSM telecommunications client in QATAR.

Role Overview
To undertake purchase signing and negotiating of goods & services following established procurement policies, procedures while optimizing price and delivery.
Executes and implements corrective measures aimed at improving supplier performance in terms of on-time delivery, lead-time, quality and control based on best international practice within the telecommunications industry

Core Responsibilities
•Analyze risk, complexity and total cost of acquisition to determine the best sourcing approach that supports sourcing strategies and department and company goals, as well as meets the requestor's needs
•Review and evaluates RFP's technical and commercial specifications ensuring adequacy and assist in preparing commercial specifications for products or services to be quoted to suppliers
•Conduct and documents a formal process in accordance with the approved purchasing policies and procedures
•Participates on and provides input to evaluation team during RFP process, review, & contract award
•Select appropriate vendors/contractors and negotiates offers to ensure value for money with highest quality of service
•Identify potential source of suppliers and evaluates their capabilities in meeting company requirements
•Review all purchase documents and ensure that accomplishes requisitions within signature authority as well as ensures full compliance with the purchasing policies and procedures
•Monitor the status of purchase orders and expedites them as needed to ensure timely delivery of materials and equipment
•Ensures the day-to-day operations are maintained in line with the required standards of the company to deliver the highest level of service to internal customers whilst at the same time building supplier relationships to ensure that the suppliers become business partners
•Undertake supplier segmentation and category strategy viz. suppliers, in order to ensure that supplier framework agreements are developed, implemented and managed to the benefit of the company in terms of cost maximisation
•Implement the policy for Supplier Management in line with the strategic direction of the organisation in order to set standards for building and maintaining relationships with long term suppliers
•Periodically evaluates performance of vendors against set criteria and provides reports in relation to vendor performance to the section manager for further action as determined necessary
•Assist in the process of management of new supplier sourcing on a continuous basis to ensure that the company has a stream of potential suppliers for all products in order to be able to deliver customer requirements at all times, and establishes and manages a vendor database
•Prepare weekly/monthly management reports highlighting all activity of the week/month
•Perform any related job required that may raise from time to time to stream line various activities of the company’s procurement section
Minimum Entry Qualifications
•A degree in purchasing, supply management, business admin, economics, or relevant field
•8 years of experience in purchasing, supply management, procurement
