Telecom Vacancy for OSS/BSS Development Consultant

The project will last for three months at least, with a big option to be extended.

OSS/BSS Development Architect 

Reason/Case Description:

Feasibility Study and Detailed Design for two OSS/BSS tooling solution projects:

Radio Network Finance Invoice Processing Automation & Data Mining 

Radio Network Document Management System & Workflow Management

Investigate potential COTS (Commercial Off-The-Shelf) OSS/BSS solutions in the market and potential costs.

Complete as well as steer project requirements set from stakeholders.

Potentially run RFI/RFQ.

Project reporting.

Scope RN Finance Invoice Processing Automation & Data Mining: Automate RN lease and energy costs invoice processing (OCR) and storing of financial and contractual data streams into data base, allowing standard reporting/monitoring and free data mining (Business Intelligence). Integration with SAP. Potential/typical solution vendors: SAP/BO, Oracle/Hyperion, IBM/Cognos,  QlikTech/QlikView, Basware.

Scope RN DMS & Workflow Mngmnt: Document storage and processing through workflow(s) definition, archiving, document lifecycle management & guidelines, referencing, user access definition, powerful search, migration of existing documentation into DMS, integration with project/process management tooling.

Lease contract 3rd party relationship management (ca 5.000 parties). Potential integration with Sharepoint or existing CRM solutions. Potential/typical vendors: BPM/DMS solution providers, Open Source DMS integrators (for e.g. KoVis, Alfresco), CRM solution providers.

Key responsibilities

End-to-end design of OSS/BSS solutions for and across Technology partners: Radio Networks, Planning & Engineering, Service Management, Operations, Information Technology.

Review of and design according OSS/BSS architecture guidelines. Propose OSS/BSS architecture guidelines enhancements and equal alternatives.

Design aligned with the OSS Architecture blueprint, aligned with Technology (OSS) processes, driving and/or enabling future activity efficiency, flexibility and robustness.

Driving and steering suppliers for optimum commercially offered OSS transformation and tooling solutions, aligned and negotiated between supplier and tooling customers and taking into account all aspects of scope, planning and costs.

Project management of complex OSS Transformation projects.

Driving and steering OSS tooling customers for effective functional specifications, where tooling customers have limited or no experience with creation and listing of functional specifications.

Organisation of Technical and Functional User Tests of OSS solutions.

Qualifications, experience and expertise

BSc/MSc (HBO/Academic) background in technical/sciences or economical area. 
5-10 years experience in ICT/Telecom business.

5 years experience in development and/or architecture of telecommunications solutions, in Network Technology (NT, e.g. (Radio) Access, Core, VAS) or Information Technology (IT, e.g. Business Intelligence, CRM).

3 years experience in project management. 

3 years experience in managing and driving suppliers and vendors in projects, including requirements definition, solution acceptance.

Expert knowledge in OSS/BSS project areas described above.

Strong and proven project management skills: Results driven, Persuasiveness, Leadership, Team player, Political sensitive.

Profound analytical capabilities.

Self-started / self-motivated to define visions, policies, processes and solutions and drive these to successful implementation; identify problems and present solutions.
Innovative, be able to seek solutions with new suppliers and/or driving existing suppliers to propose and develop new solutions.

Intimate knowledge of full development life-cycle of a product, from business requirements to functional design, technical design, operational hand-over, maintenance to final product phase-out.

Excellent communication skills; ability to explain and bridge the gap between business oriented drivers for OSS/BSS tooling transformation and technical oriented users.

Ability to negotiate and reach consensus between project managers, technology customers and management. 

Ability to work under pressure.

Capable and willing to support customers with the definition of the right level of OSS/BSS tooling requirements; allowing OSS/BSS customers to develop their skills and awareness for efficient and effective OSS tooling.

Flexibility to handle fast changing requirements and environment.

Fluency in English (word and writing), 

Knowledge/Certification in project management methodology (e.g. Prince2).

Duration: Initially 3 months, with the option to extend (up to one year).

Start date: ASAP, latest August 1st.
