Purpose: 

• As advisor to the Group Head Planning, drive the planning and engineering of all networks. 
• Mentor and further develop the capability of the Group Head Planning and members of the planning team. 
• Ensure alignment (within the constraint of the business environment) with the overall Group technology strategy and keep the Group HQ well informed of potential deviations from such strategies. 
ROLE ACCOUNTABILITIES 
• Accountable for planning and engineering of both mobile and fixed networks 
• Perform efficient and timely network end-to-end planning according to traffic growth, marketing plans and the introduction of new technologies. 
• Closely interact with marketing to ensure Network planning responds to customer needs 
• Monitor network performance in order to ensure that network performs according to the plans. 
• Interact with Performance department to ensure suitable metrics and KPIs are implemented for network performance monitoring. 
• Keep all network databases updated and accurate 
• Generate, review and optimise the Annual Operating Plans for the Planning department, including CAPEX and OPEX and to monitor that its deployment is made according to the plans.
• Liaise with vendors to ensure best selection is made for every purchase of network equipment
• Interact with teams responsible for network optimisation and network operations to ensure optimal network performance and to take proactive feedback on network Planning and design. 
• Contribute with the responsible team for customer complaints resolution when Planning actions are required 
• Recommend suitable technologies in alignment with group guidance, to optimise network investment, performance and operational costs. 
• Drive network modernisation plans according to equipment obsolescence assessment, technology evolution, vendor roadmaps and network architecture evolution, minimising impact on the network performance, maximising equipment payback and minimising costs. 
• Recommend all required tools and test equipment within the Planning department. 
EXPERIENCE AND QUALIFICATIONS 
• 15 years experience directly related to the duties and responsibilities specified 
• Previously held position of head of planning and engineering at a major telecommunications operating company with 2G and 3G accountability and some exposure to WLL, fixed and international networks 
• Engineering degree or similar 
• International experience, preferably in the SEA region 
• Extensive knowledge of Mobile & WLL RAN, CN, optical and microwave Transport, VAS, IGW and Signalling technologies, including hardware, software and network architecture. 
• Multi-vendor experience 
• Proven ability to translate marketing needs into engineering targets, ability to guide marketing through that process, and contribute to strategy formulation. 
• Ability to lead the team to achieve the engineering and planning targets.
