Experience Required: 
•A minimum of 12 years relevant experience in 2G/3G mobile design and optimization 
•A minimum of 5 years relevant managerial experience 
Background: 
•LCC has a contract with a network operator in Saudi Arabia for the execution of network design activities. To this end, a team of approx 140 consultants is co-located with and works on a daily basis with the operator and equipment vendors to achieve the operators’ objectives. The LCC RF design director will manage a team of about 30 consultants in the wireless network area. 
•The ideal candidate will come from a Tier 1 or 2 public Telecom network operator where he has been involved with the planning, design and engineering of the wireless network in the broadest sense. He has been leading a team of engineers responsible for the 2G and 3G RAN design, preferably some experience with 4G networks as well. 
Key Responsibilities •Design and Engineering of: 
othe 2G GSM Radio Access Network to accommodate the traffic growth as per the marketing forecast and business plan. 
othe 3G UMTS Radio Access Network to accommodate the traffic growth as per the marketing forecast and business plan. 
oIn Building solutions for 3G coverage 
oSolutions for ultra-dense subscriber areas (e.g. coverage in Hajj related areas) 
oSolutions for rural deployments 
•Produce all related detailed design and method of procedure documents for projects in above mentioned networks. 
•Set future network strategy, architecture development and network roadmaps in order to meet the business targets for reducing OPEX and CAPEX and being in line with latest technology development. Examples are technology decision for LTE, use of micro underlay network, etc 
•Leverage a strong knowledge of technology trends for the selection of the most cost effective and best practice RAN solutions. 
•Solid experience in a multivendor network environment 
•Develop wireless network BoQs and request for quotations, participate in price and scope negotiations with vendors to finalize the annual project budgets. 
•Create and apply necessary processes and procedures to maintain and improve the work efficiency/performance. 
•Support implementation activities of wireless projects 
Expertise and Skills •Solid, deep technical understanding of all RF design and engineering aspects for 2G, 3G and preferably 4G networks 
•Experience with frequency planning of GSM900 /1800, and UMTS2100 networks 
•Spectrum reframing experience is a plus 
•Good knowledge of 2G/3G optimization including features and parameter setting. 
•Experience with Ericsson, Huawei, and NSN equipment ranges 
•Solid knowledge in 3GPP standards and how to apply the latest releases on architecture and design 
•Ability to manage a multi-national team of engineers in a challenging, culturally diverse environment 
•Ability to deal with tight deadlines and multiple concurrent urgent issues 
Reporting: •Directly reporting to the LCC Project Director 
•Close cooperation (“partnership”) with Wireless Network Design Director of the operator, sharing organizational objectives
