Vacancy: MSC Capacity Planning Engineer || ATLANTA, GA, USA

What? CDMA MSC (switch) Planning Engineer
Where? Client preferred work location – Atlanta, GA
Approx length of contract: Client anticipating 12mo project – pending engineer performance
Approx candidate pay range: $9k - $10k flat rate all inclusive per month (no OT) – candidate is expected to work approx 45-50 hours per week – rare weekend and night work required
Specific Responsibilities:
1. MSC Capacity Planning: (60%)
·         Monitor the network to evaluate MSC port utilization and key system statistics.
·         Analyze MOU and subscriber trends and resolve differences.
·         Develop plans for the deployment and upgrade of new and existing MSCs to meet the demands of the markets. 
·         Conduct and document economic studies to evaluate the net present value to the corporation of the MSC plans.
·         Prepare 2-3 year MSC hardware/software upgrade plans. 
·         Continually update and distribute capacity exhaust analysis for each MSC.
·         Obtain and analyze ICBH forecast trend and growth factors for network elements. 
·         Monitor network elements to identify retirement triggers and plan undertakings to economically remove those elements.
·         Present the MSC network plans to executive management and obtain approval to proceed with the proposed undertakings.
·         Prepare MSC work packages depicting the timing, nature, and necessity of work to be done. 
·         Deliver work packages to the Equipment Engineering Organization in a timely fashion so forecasted demands will be met.
·         Coordinate resolution of global vendor issues relating to MSC hardware and software. 
·         Obtain pricing for MSC hardware and software. Analyze MSC capacity limitations. 
·         Evaluate vendor hardware and software evolution plans.
·         Monitor utilization of SS7 equipment. Analyze SS7 load trends.
2.   Budget Planning: (20%)
·         Prepare the capital and expense requirements necessary to assemble the annual budget review.
·         Prepare documentation and justification worksheets to support the budget process. 
·         Comply with the Capital Expenditure Standards.
·         Present the budget requirements to the management team and obtain approval to proceed with the proposed expenditures.
·         Review with Equipment Engineering the construction budget necessary to implement MSC work packages. 
·         Seek management approval to meet changes in the budget as required by the detailed engineering.
3.   Coordination Planning: (15%)
1.       Prepare and distribute the 2-3 year forecast view of MSC power, floor space and port termination requirements.
2.       Coordinate with BSC planners, transport planners, power and space planners, and others to assure that:
1) appropriate cash flows are included in the MSC network studies
2) necessary facilities are present when MSC elements are deployed
3) seamless, integrated network plans are produced across all disciplines
3.       Investigate the impact of MSC plans on the Operations organization. 
4.       Assure that MSC plans are feasible and include sufficient Operations cash flows as required. 
5.       Consider intangibles presented by Operations in the analysis of the study.
6.       Support the Project Management Office in the development of timeline tasks for major cross-discipline undertakings. 
7.       Participate on Project Management teams for the deployment of such undertakings.
8.       Coordinate MSC/BSC design and homing arrangements with the BSC planner.
9.       Support the Equipment Engineer in implementation of MSC elements.
10.   Conduct cross-organizational planning meetings to update and solicit input from those affected by the MSC plan.
4. Quality Management: (10%)
·         Participate on process improvement teams to develop critical business process flows. 
·         Continually review and update process flows to optimize business operations.
·         Develop interface agreements (internal contracts) with internal “customers and suppliers” ...
·         to clearly delineate roles and responsibilities, develop roles-and-responsibilities matrices ...
·         and organizational boundary definitions, define inputs/outputs, intervals, and escalation procedures. 
·         Continually seek process improvement and modify the interface agreements as updates are warranted.
·         Develop measurements to monitor the performance of internal suppliers, to internal customers
Knowledge, Skills and Abilities:
Bachelor Degree in Engineering from an accredited college or equivalent experience
Qualification and Experience:
2 to 4 years of wireless network planning and engineering experience
Knowledge of GSM and TDMA technologies
Appreciation and application of the principles of engineering economics
Skills and Abilities:
Excellent oral and written communications skills
