Vacancy: Network Rollout ( NRO ) Site Business & Quality Manager || France

Responsibilities
• Build quality standard, insurance plan and quality improvement for the branch office, in line with the business objectives, local legislations, customer requirements, integrated management system requirements, the management requirements from the region and the international management system standards.
• Create and review Site Models, Site built documentation, SOPs, eng. materials list. Guide Site Business engineer and Quality engineer in each project to prepare Project Quality Guideline, process of the project.
• Responsible for construction and management of survey business, supervision, making sure the survey business could be operated smoothly and efficiently for a massive rollout.
• Be responsible for monitoring the quality KPIs of the different projects through communication with different Project Quality Assurances or Project Managers. Guide Quality engineer in each project to ensure and control the quality of the entire project, formulates the project quality objectives and quality plan.
• Interface with the customer and subcontractors, to regularly report the quality measures and the current quality status of the single project.
• Carry on combined internal audits and process audit to find improvement opportunities. Perform root cause analysis with appropriate personnel and ensure that necessary corrective actions are implemented. Work with internal entities and partners for improvement. Traces critical project quality problems until they are closed, and puts forward proposals on corrective and preventive activities
• Analyze work processes, materials, equipment, and the work habits of employees to identifying safety risks and environmental effects. Define and maintain the metrics associated with these risks and effects
• Bidding and review the contract items relate to the management systems and give professional opinions.
• Keep good communication with customers to understand their management system requirements, coordinate the audits from second and third parties, introduce them the efforts of Client on the QMS, EMS, OHSMS, IMS, BCMS and other profiles of the integrated management system to establish their confidence.

Qualifications:
• Site Business & Quality Manager with significant experience working within high technology environments, and preferably within the Telecommunications industry.
• Be fluent in English and French. Some knowledge of Mandarin Chinese would also be considered to be an additional asset although this is not central to the role.
• A powerful communicator, have proven leadership skills and be able to demonstrate the drive needed to deliver improvement and change.
• Experienced working with large multinational organizations, you will be comfortable with in a challenging multicultural and rapidly expanding environment.
• At least a bachelor's Degree Qualified in Industry Engineering, Environmental Management, Safety, Industrial Hygiene or Relevant Disciplines
• Have first hand experience of modern Quality management systems and methods relevant to both telecommunications and ideally service management.
• More than 3 years of Relevant Experience in Quality management, including quality training, process management, audits, risk management and construction management.
• The position requires customer facing abilities. You should therefore be confident in presenting in a commercial environment
